Update fraud report

Update a fraud report.

This endpoint generates a Fraud report updated event.

Notes:

This endpoint takes an account token - an access token encoded with a Pismo account ID. Tokens can expire quickly, which can result in a 401 Unauthorized message.
You can only update a fraud report if its status is not PENDING.
