Cancel a payment agreement by account ID and payment agreement ID.
Note: A payment agreement can only be canceled within 30 days of the creation date. If you try to cancel an agreement after 30 days, the endpoint returns a 400 error with the message: 'Payment Agreement cancellation period expired'.
